Today i gave the meccano to my grandson.the box was totally dirty and struck with tapes.whars that means...i never had a problem with amazon

If it’s fully sealed and as expected inside, I would imagine it’s just additional packing from the warehouse. If it feels like the box has been opened then I would contact Amazon direct. There could be multiple reasons but either way, I suspect you would entitled to a discount for an open box product.

Does it need to be connected to a computer to be programmed?

You can do that from mobile phone or tablet.

This says 4 c batteries required and not included. the build instructions only mention an nimh battery - are the c types required?
