can this be used underwater ?

The XTool Telescopic mirror, cannot be used underwater. The battery compartment is NOT waterproof.

what kind of mirror do I need to look at my back

After careful consideration, I believe Mike, your best bet would be a rear view mirror.

Would this enable me to read my gas meter which is 12 feet high without the need for dragging out stepladders ?

in a word no, unless you can see to read such as your mobile phone 12 feet away and the mirror is not that long, I use the mirror to look in bungalow gutters and its great for that.
