Q: Will it Light a packed Bowl of weed

It didn't with the sticky-icky. Even with SUPERMAN hits, I only got 1 flake lit. Still cool to have for lighting chicks cigs and joints. Can be a good conversation starter too. Tactically, it will also come in handy.

Q: It takes an hour to charge, but only lasts an hour for lighting purposes. do you have to turn the bottom switch to "off" between light attempts?

I usually turn mine off after I light what I'm lighting and mine has gone up to a week and a half without needing to charge it again. In the few months I have had it, I've only had to use an actual lighter 3 or so times because I forgot to charge it before leaving the house for the day.

Q: Why does it have an on/off switch? I leave mine on and have had no issues. I only turn it off to charge.

I dunno. I used mine a few times when it was new, but don't any more. Factory must have had a bunch of extra switches they needed to get rid of.
