Is there an on and off switch?

Hi there, yes the LED aquarium light do come with a corded on/off switch, brightness, timer and different light mode function.

I have a fluval Roma 240. Can this sit under the lid or are these for open tanks only?

the lights have removable wire clips at each end. these can be completely removed allowing the light to sit flat on the condensation glass if required

Lovely light but night blue light won't come come on?

Hello, there are 3 color lighting modes, if you choose the only blue light, Turn Off White Red/White/Green/Pink Lights Select W for White Red/White/Green/Pink lights, W starts blinking, click 2nd button to adjust brightness until completely off. Turn On Blue Lights Select B for blue light, B starts blinking, click the 2nd button to adjust brightness until blue lights brightness as your need.
