How do you get the liquid into the internal measuring section of the container and how far do you fill it up.

Just squeeze rubber section on top of bottle should fill up then take out of bottle then squeeze again to dispenser 1 drop is 1 dose hope this helps.

What is the active ingredient

Unfortunately there are no ingredients of any type listed on the product. There's just the usual warning about not using it if you've got invertebrates in the tank (such as shrimp of crabs) as it attacks the shell to kill them. It's moderately affective, but not as good as a couple of hungry clown loach's.
