It comes in one 5M length. Easy to cut to your required length. I cut it for 4 shoe laces.

I've never done that, but don't see why not. It is probably too long, but you can cut it to the desired length easily.

Would the 3mm leather cord be strong enough to suspend garden tools from, such as forks and spades etc?

It is a strong cord so unless your spades and forks weigh a tonne they should be alright (seriously though) I have found it to be very strong plus due to the length you have a bit extra to play about with.
