Q: does this model come with the 12 volt plug 4 power to cigarette lighter type of outlet and everything needed to operate via Bluetooth Android phone?

Yes but if you are on a rough trail the cigarette lighter plug pops out and turns your music off so I wired mine to a powered switch and it works great. Also when using the aux cord you get more volume out of your system rather then using Bluetooth

I am not sure but both my grandsons have this mounted on the front of their 4 wheelers. My 13 year old grandson installed it himself. I would think if you had a rack it would work. It is big so check the measurements. It sits on the front rack of the 4 wheeler.
