I know that in description its says Cut-out Dimension 560x490 but maybe someone can tell me what it will fit in 560x480 cut-out?

Hi, avoid it! It needs a bigger hole than it states and is not a conventional wire in. Also only 2 rings worked had a game getting a refund

Does this item come with a 240v plug fitting or is it hardwire connection?

No plug fitted as this is rated to high for standard plug type connection . Has to be wired to cooker outlet It does come with app. 1 mtr. of cable fitted Ready to connect to outlet. As ours was going in to replace I disconnected old Hob wire from Hob and connected to new hobhope this was of help.
