I am size 4-5. The medium fits nice a snug. I cant say for sure how the small would fit.

The crotch is the same material as the rest of the panty. 89% Cotton, 11% Spandex.

Q: Do these have that weird visible butt line?

I love these. Very comfortable and do not notice a line

Q: I'm 5'4" 116 lbs. size 4. small waist but wide hips and a healthy tush. should i order a m or l? i don't want my cheeks exposed.

I think you would be fine with a medium or possibly a small? I’m 5’4 and 140 and I got the large which fit great.
