Can it do strobe? I need a flashlight with strobe mode.

Actually it has two strobe modes. One fast, and the other is an SOS (three dits for the S, and three dahs for a O). Pretty cool if you ever get stuck somewhere. A little tricky to work the switch, but mine works well when I slightly press the side of the button on the rear of the flashlight.

What's the purpose of the plastic battery holder?

You use the white plastic tube if you use a single 18650 battery. Usually these flashlights (haven't bought this particular one), come w/ an assembly that allows for 3 AAA batteries, which is slightly larger in diameter than the 18650 single battery. So, to prevent sloshing around, the white insert hold the battery more securely in place. HTH.
