Yes two tripods and two AC adapters are included.

Q: Can this stage lighting be portable for shooting outside?

Yes, but you have to buy four batteries (two for each unit), which is pretty pricey. These are Sony camcorder batteries.

Q: Can I control both of these at the same time with the mobile app?

I got the app working but one at a time. You’d think both light controls would appear on the app screen together on the screen but no. Easier to just use your fingers. If one light is up high on a stand just use the app for one light and manually adjust the other. Good lights for the money, metal and sturdy, not crazy bright but great for on the go interviews.
