Can you raise the jack by spinning the handle without a load on it?

Yes if you hold the top from spinning.

I need a base for mine where could i get one?

The base is not sold separately, you will need to purchase again. I have had mine for over a year using it to support the rear end on a car lift also and in the front to support the lower a frame love them.

I received the 2 stands I ordered. One was complete but the other one did not come with the base. What can we do to fix this?
