Works well on dogs, and I will presume on people as well.
We purchased these pepper sprays for two stray pitbulls which kept entering our yard and scaring our Aussie Shepherd, who is still just a puppy. The last time these two dogs came into our yard the male began growling at me. My wife had opportunity to use them one evening when the two dogs showed up, and even though she didn't hit either of them directly in the face - they were on the opposite side of a picket fence - the two dogs hightailed in out of the yard. In fact, they sat quite a distance away from our yard for about 20 minutes waiting for the effects of the spray to wear off. They haven't been back for several weeks now. This works well, and my only issue is that there is not much spray in the cannisters - basically single use each.

Effective against an attacker, but it could possibly get onto the user too.
I just ordered this pepper spray and to test it before I might need it in an emergency, I sprayed a small amount down into the kitchen disposal. It found its way to my nose and eyes just with a quick squirt. It is powerful and painful! I wondered what might happen if I sprayed it out in the open where a breeze might blow it into my face. Also, the spray mechanism slides to the right or left to lock it, but if it unlocks in your purse and you accidentally activate it, it could be bad. To sum it up, the product would be very effective against an attacker, but it could possibly get onto the user too.
