Yes. These are USB 2.0 cables.

This cable is meant for Qualcomm Quick Charge 2.0 (2 Amp - 10 Watt). It does not support Qualcomm Quick Charge 3.0 (3 Amp - 15 Watt).

This cable is: Fast Charge 2.0 only. If the cable specs say 2.4A and/or data transfer speeds of 480 mbps, then it is a Fast Charge 2.0 cable. Also, all cables that say they charge "Up To 3amp" or "Up To 3A" are USB 2.0 cables and do don't meet the quick charge/fast charge speed requirements of USB 3.0. USB 2.0 cables can charge devices up to 2.4 amps, but most USB 2.0 cables actually charge at a much slower charge rate. Most sellers try to round up on the theoretical 2.4A figure and market their cable as a cable that can charge devices up to 3A (aka up to 3 amp).

Samsung Galaxy S10, S10 Plus, S10E and S10 5G support Qualcomm Quick Charge 3.0 USB C Cables (15 Watt to 18 Watt) and Qi Wireless Fast Charge Plates (15 Watt to 18 Watt).

Note:  Quick Charge 3.0 cables charges a lot faster than Quick Charge 2.0 cables. Also, the 2nd most important part of getting an actual USB 3.0 cable is how much faster it will transfer files on/off your phone or device. See "Note 1" below for actual transfer speeds. Please be aware that these are theoretical transfer speeds. Your device and your computer or OTG flash memory device has to support those theoretical listed speeds in order to get the theoretical listed speed of the cable.

Note 1:  
The now-aging USB 2.0 standard can theoretically transfer data at a very high 480 megabits per second (mbps), or 60 megabytes per second (MBps). That's impressive, but not as much as the newer USB 3.0, which can handle up to 5gbps (640MBps)—over ten times as fast as the 2.0 maximum.

Note 2: 
My device is a Samsung Galaxy S10 Plus and my USB cables are USB 3.0 cables. My wall charger that I purchased seperately is a Qualcomm Quick Charge 3.0 18W charger. Using these components, my phone will charge from 0% to 90% in under an hour. If I use the same wall charger and a USB 2.0 fast charge cable designed for Qualcomm Quick Charge 2.0, my phone will still say "Fast Charging" on the main screen, but it will take about 1.5 hours to charge. Make sure your Wall Charger, Car Charger and/or External Battery Pack "Output" USB 3.0 port(s) are rated for 15 to 18W (outputs between 15 Watts to 18 Watts) in order for your USB C 3.0 data/sync cable to charge your device at the best possible speed.

Note 3: 
Checkout "GSMarena.com" and look up your phone to see what USB cables and Watts your phone will support (example: USB 2.0, 2.1, 2.4, 3.0, 3.1).

Question 2

If the usb-c is plugged into an ssd drive and the usb 2.0 into a macbook air 3.0 usb port, what will the transfer speed be, 2.0 or 3.0?

I was disappointed to find out that the transfer rate with this cable is only at USB 2.0 speeds. 95MB/sec. The Techole USB 3 to USB C will give you the 300MB/sec you are looking for.

Can this be used to charge the latest Macbook with an external battery?

In short...no.  I tried to use it to extend the length of the Apple USB-C  Digital AV Multiport Adapter.  Once I plugged this in, the laptop no longer charged (Macbook Pro 13 late 2016).
