We cannot get the tops off?

They are twist off tops.....hopefully you've found that out by now. Lol!

In the picture I notice a black spot on the bottoms-do you fill from top or bottom?

I'm not sure why the bottoms of these look so black in the photo. These are solid glass on the bottom and are filled from the top. They are like little replicas of the old glass coke bottles. The lid screws off and is metal.

do the measurements mean the bottles are 7.8 inches tall? what are they made out of?

THe bottles are made out of glass and no the whole thing is 7.8 inches tall
