Does this need to be unclipped at night or can it be left in place permanently ?

From my experience it doesn’t affect the night use too much. Still clear enough to leave in place.

Is this lens vital or rare use cases? If valuable to all users why is it a $$$ extra encouraging extra shipping, rather than packaged and included?

This filter is commonly used to cut down on reflections off the dash (air vents etc) spoiling a clear view through the windscreen. You can always try it without and if reflections are a problem buy it later.

When this filter is placed over the viofo lens Will this make the video recording slightly darker?

No, it doesn't make the recording any darker. However, a polariser does reduce the amount of light entering the lens, which is fine in bright conditions, but in low light/dark conditions the camera has to compensate in some way, presumably by adjusting the frame rates. I haven't noticed it causing any problems in low light or the dark and the benefits outweigh the drawbacks, I think, so I just leave mine on all the time.
