Q: Can I purchase the cord and battery pack alone?

Milwaukee 48-59-2013. It's battery charger and cord.

Q: Can you leave it plugged all the time when it is not in use?

no you should not . when its green then you should disconnect the charger. if you leave it all the time it will harm the battary and damage it

Q: Can it run and charge at the same time while plugged in?

It does not operate while being charged. The light does have an easy replaceable lithium battery and you could charge two batteries (one at a time) ifyou are concerned about run time. The charing process also has a three phase charging light which indicates the level or charge 0 to 79% red indication, 80 to 90 % flashes green and 100% green equals 100% charged. This is a great little ligh with three really nice levels of illumination and nice run time. I have not measured the exact run times in different modes. I would recommend the light without reservation. I have mine for about 6 to eight months with no problems.
