Q: Is this suitable for/able to be manuvered by a child 36" tall?

Absolutely. Very easily to move around.

Q: The images show a protective layer that can be removed. Has anyone found that on this luggage?

Bought these luggages 3 years ago. Do not remember about that protective layer, but, i can say this luggage gives great satisfaction after many travels. Today this luggage is in France, visiting Paris.
