**Q: Is this a plug in maker?**
A: No. Stove top.

**Q: Would this work on an electric stove?**
A: Hi, I never used this on an electric stove but it should as long as the heating element is sufficuently large enough to cover the fish shaped pan.   One suggestion is try not to put too much flour/mix liquid as it will over flow.  If you plan on placing the sweet red bean inside, do not too much and cover it with a good layer of flour/mix, otherwise u will make a mess and have the beans outside.  Have fun.
