Can I set the water heater to 160 to kill Legionella bacteria and still adjust to 120 or below at the output?

The short answer is that yes, the Heatguard is FACTORY PRESET to AUTOMATICALLY deliver an outlet temperature of 115*F to 120*F (the 5*F differential is factory tolerance) from a water tank temperature of 140*F to 195*F, so make NO adjustment unless you want water delivered outside that 115-120*F range.  And now the long answer is as follows.  For the Heatguard to be able to deliver water at the temperature of 120*F, the tank must be set to send water to it at a minimum temperature of 140*F.  A setting of 160*F is well above that, but another issue may be in play: the water delivered to the tank must be cool enough to be able to dilute that 160*F water down to 120*F.  Normally, this is not an issue, as the water is from a cool underground source.  But a problem arises if a hot-water-recirculating system is in use.  The Heatguard "tee-piece" fitting MUST be upstream of the point where the hot recirculated water is returned to the tank; otherwise, the hot recirculated water can raise the temperature of the cool inbound water to the point where it is no longer cool enough to bring down the outlet water from the Heatguard to 120*F.  If necessary, relocate the point where the recirculated water is reintroduced into the system, or move the Heatguard tee-piece further upstream in the cold water supply line.  To do so, you may buy a longer flex hose and another style of T-fitting as appropriate, at any hardware store.  There is nothing particularly special or uniquely vital about the ones supplied with the Heatguard that prohibits substitution.                                                                                                                                                                                              Legionellae die within 32 minutes @ 140*F, within 2 minutes @ 151*F.  If you feel that, on the subject of disease, there's no such thing as too much caution and want to operate your tank at 160*F, the question arises as to whether this setting is within the operating range of the equipment.  This issue was just addressed for the Heatguard.  As for the water heater, if it's gas fired, customarily the last gradation at the hot end of the temperature dial/knob is the 160*F setting.  If it's an electric model, some have a peak setting of 170*F but most have 150*F as the last of the gradations.  The minimal benefit from going above 150*F is not worthy of consideration anyway.                                                                                                                                                                                             The only way to know that the tank is in fact operating at your desired temperature is to wait until a heating cycle has ended and let some water out via the tank's draincock and measure the temperature.  Use a plastic bucket, as a metal one would transfer heat and adulterate the reading.      CAUTION: HOT WATER!   And consider: when operating at an extreme, the consequences of a failure can push the limits of a tolerable recovery.
