Yes, the bottle is supposed to be "half full" , the air space is to prevent it from hardening in the bottle. It is sold by weight, not volume and hardens in the absence of oxygen. The application nozzle is opened by pulling up on the white ring at the base, and useful for preventing accidental spills. Not much fun finding the tipped over bottle somewhere with half the liquid hardened underneath it IFYKYK.... Slightly more viscous than the name brand which I think is nice, so I get a better chance of installing the fastener in difficult locations without it dripping off.
