Do i re-charge this scale just by keeping it plugged in? and once the battery is charged will the machine say that it is? or how would we know?

Yes, it recharges when it is plugged in. I operate a produce stand and used it everyday then charged it at night. However, the battery lasted a month and replacement batteries are not available so now it only works when plugged in. There is a light that comes on to show it is plugged in but not whether it is charging. Save yourself some aggravation and purchase a higher quality scale.

Is this legal for trade ntep - if not i can not use it in my deli?

In the US it did not pass a Missouri Department of Agriculture Legal Scale. I could only use it as an estimate.
