Q: Can a garden hose be attached to the platform? Or is the opening just a drain? I need it to divert water to a ground drain a few feet away.

It can be used as just a drain, but you can also screw a hose into it to drain at a farther distance.

Q: Will this fill up with water if left outside? I’m assuming you can keep the drain open but defeats the purpose.

it will definitely fill up with water when it rains unless you leave the drain open.

Q: Does this come with the ramp in the picture?

My units did not come with a ramp
