Q: This is thermal paste, not liquid metal, correct? So it will not short out my laptop, if i use it?

Yes, this Thermal paste is no liquid metal. It is normal, but high Quality Thermal Paste.

Q: Are the cleaning pads just alcohol patches?

Yes, they are just alcohol pads with 70% solution. You can use any wipe with 70% alcohol solution. This bundle just makes it convenient if you don't have alcohol wipes on hand.

Q: Will this work with a 3d printer hot end. Looking to go upwards of 350-400c

This is meant for computer CPU's and GPU's. You could contact the manufacturer to see if it would in fact work for your application

Q: Do i need to buy thermal paste remover or will the wipes remove it ?

The wipes can remove the paste but I don't think it is enough. You can use dry tissue and slowly remove the old paste. After that use the wipes that come with Grizzly Thermal Paste and clean the processor.
