I think they are crossed out in the picture so they can't be copied and counterfeited. Mine do not have "forever" crossed out.

Q: Can it be used to send something abroad from usa? i want to use it to send a self-addressed envelope.

Yes, these are USPS stamps so they can be used for any USPS mailing (mail originating from the US). The value of any USPS stamp can be used towards the total postage cost of any mail. These are forever stamps, so they are always worth as much as a first class one ounce domestic letter (50 cents as of 1/21/18). A one-ounce international letter is currently $1.15, so you would need two stamps plus 15 cents additional postage, or some other combination.
