Q: Can you fill these pinatas?

I was able to cram in 16 Hershey Kisses + 16 mini Tootsie Roll Midgees + $25 in rolled up dollar bills into the doughnut.

Q: Do these already have an opening to put small candy in? Or do you have to cut it open?

They are really little not sure you will get a lot of candy in it. I use it for decoration. You will probably have to cut a hole in it.

Q: Would these be small enough to use as cake toppers?

Maybe one but not all three on a standard size round cake

Q: There are 2 different dimensions listed - which is correct?

The ones I received are about the size of an adult hand.
