Do the smaller wheels swivel? thanks in advance

The trolley swivels. Unsure which wheels are involved. One of the attractions of the trolley. It's also not too big to manage when full. I only wish it had brakes though!

How tall is this with handle extended? Want it for tall person.

The trolley stands at 42" (107 cms). As I am 5'3" tall (or short!!) I find the trolley handle a bit too high - however I just trundle it behind me at a lower angle. I love the look and quality of it and that it's lightweight, sturdy and foldable.

What is the height of handle from the ground when it is being pushed?

The height of the handle in push mode is 36.5 inches. I hope this helps.
