Q: does it go over entire plate?

It depends on how much you apply. I usually spread a thin layer over the entire surface. When you put your plate into your mouth, the Perma Soft will be thinner in the area's that fit well and heavier in the spots where your gums have shrunk. It may take you a couple of tries before you get the fit you're comfortable with. Over all, this is the best reline kit I've ever used.
