Yes, it can. The adjustments are on the back. There are marks for 4-1/4" & 2-3/4" settings. You will need a flat-blade screwdriver to set the posts.

Q: Can the distance to paper edge be adjusted? If not, what's that distance (edge of paper to edge of hole)?

This 3 hole punch accepts up to 11 inch paper. The hole punchers can be moved up and down on the 11 inch side of the paper, however, the hole punchers do not move in and out on the 11 inch side of the paper. I believe the distance from the left edge of the paper to the left edge of the hole is approximately 1/4 inch.
