Yes it does, though I found the horns were a bit floppy, and had to put some wooden skewers in and pin them to make them stand up properly.

Q: Would this fit a14/16 uk size?

I would say no, but it depends where your weight lies perhaps. I am short and it did not fit around my hips/bum area.

Q: Does the stick come with it?

The stick did not come with mine.
