This is not a mini breaker. This breaker is designed for a 20 amp circuit 220 volts.

Does this have a neutral lug even if not arc fault?

No neutral lug on breaker. It is not GFCI

Why only one breaker switch? Does this provide two out of phase circuits for a 240v AC unit?

QO220 is not an arc fault breaker. An arc fault breaker, 2P, 20A for use in a QO loadcenter would be a QO220CAFI.
