I may sound stupid but isn't teflon really bad for you?

Teflon is only bad if you inhale it. And to do that it must be heated beyond 500°F. If you swallow it, it will simply pass right through your gut into the toilet. It certainly isn't going to hurt you to rub it across your skin.

why does it say do not wipe dry?

If you wipe it dry you will possibly cut your finger or dull the edge.

Yes, each box of blades contains individually wrapped blades, in heavy and light paper (two layers per individual blade, plus the blade box)

Are these as forgiving as the derby extra?

No, these are a bit sharper than derby extra, but they are coated with teflon so with proper technique they should be just as smooth. These would be equal to Derby premium in my opinion. If you are looking for something as forgiving as Derby extra, Dorco Titan or Racer super stainless would be your best bet, but blades are different for everyone, good luck.
