Q: Will these work with an otter box or other protection cases?

I'm not 100% but I think it will be too thick. I have a protective cover on my I-phone 6+, but it's a thin cover and there's not much wiggle room.

No, not with the thick rubber cover on. While the band holding the hands together is elastic the fingers do not move very much.

Q: will this hold an iphone 7 plus?

Yes, it will. I have even used it with my tablet.
