Is this just cosmetic or does raising the stock wing have any benefits?

Cosmetic, most aero parts for this platform is purely aesthetic. There’s stuff out there like front splitters, real diffusers and wings that are actually functional. Check Verus Engineering or Voltex. I got these like them for the look, but going to switch to a duckbill.

Would this fit a 2019 86 that does not already have a wing?

I would assume that this would not fit if your car does not have a factory wing because this product mounts directly to the factory wing mount. It is basically just a spacer between the factory wing mount and the factory wing.
