Does the tv have to be on?

Yes, if you're using a USB plug on the TV to power it. If you have it plugged in somewhere else that stays powered, then no. It will stay on.

There are two conflicting answers on whether you can cut the strips to different sizes. Can you cut the strip to fit?

I tried to do this for a monitor and I don’t recommend it, the strip comes with the corner ends already attached at a specific length it just ended up being a waste of money as I also could not find connectors to work since it’s also slightly larger than the standard 10mm and they are GRB not RGB(I tried these and the colors wouldn't show up except blue).

What is the alexa command to change it to multicolor or even to switch modes?

The strip light doesn't have multicolor effect. Via alexa, you can turn on/off light, change its color, adjust the brightness and control the music mode and scenes.

Is this waterproof or IP rated?

This TV strip light is not waterproof and doesn't have IP rate.
