The red "on" indicator flickers continuously while I use the iron. Is that normal?

Yes! The flicker indicates that the set temp is reached/ maintained. If you decrease or increase the temp, the flickering will stop until the newly set temp is reached.

What is the next temperature down from 450?

The dial reads 370. I used 300 on smaller sections.

What is the LOWEST setting on this iron?

The lowest setting is 140. The highest is 450. This is the best flat iron I have ever used and came highly recommended for natural hair.
