Does this knife have a pocket clip

No. It's just a regular pocket knife to carry in your pocket. Like all country kids use to carry. And old timers kept in pocket to retrieve and cut a piece of chaw or whittle.

I cannot get the knife to close from the locked position.. I have tried pressing in on the little notch. Any Suggestions?

The locking arm is exposed at the notch and a "hook" at the other end should be inset into a cut-out at the base of the blade to lock it into the open position. The arm is under spring tension and pivots in the middle to lock the blade into place. It is released by depressing the arm's end which is exposed in the notch.Check to make sure you are depressing the end of the arm completely into the notch, check that the arm is pivoting and that the other end is moving away from the base of the blade.

Can you by "just a sheath" for the Schrade 7OT Old Timer Cave Bear knife?

maybe another manufacturer, Shrade does not

why are the knives so small

Really, that isn't what I call small (which to me is under 2.5" closed). Unlike a lot of the little knives, this size is actually usable, at 3", and the blade wider than most small patterns like the Peanut, and the little Victorinox keyring knives, meaning it can actually be useful for larger tasks than those can handle.
