It actually comes with little double sided sticky tak. The tissue paper flowers are so lightweight that even plain tape would work.

Q: are these fluffed when you receive them?

No they need to be tied together and then fluffed up

Q: Do these come with strings to hang from ceiling?

Not really. It comes with a string that you tie the pom Pom with. It doesn’t leave much string left to hang it from the ceiling.
