could this be used to power a raspberry pi? wondering if it will be able to output the 5.1v at 3 amps constantly

I use them to power Pi 3b+ and Pi4. No problems at all. The Pi's are used in radio applications which use 18.8V power. More convenient to power off the 13.8v power rails. I also use it to power a Pi3B+ used in Octoprint for my Ender 3 printer. 24v power taken from the Ender 3 power supply through the buck to power the Pi.

Do you have a suggested way to mount these usb boards? Is there an adapter housing?

I used Hammond 1551USB2BK housing and mounted using epoxy.

Does this have low voltage protection that automatically shuts off when voltage drops below 12 volts? If so, can you turn it off?

The input range is 6-32V. I operate mine at 6-8V typically. You don’t have to do anything special for this.

do they auto cut off when battery is charged?

No. As long as there is power to the converter it will supply power at the USB port. The device being charged should have its own battery management system to cut off power when appropriate.
