Successful results will be dependant on creating a good, well-sealed bond on a clean surface. It might fill temporarily fix the appearance. But if you're applying anything over damp/rotting wood, it will just keep rotting under what you apply. To do it right, either cut the rotten piece out and put a new one in, or make sure the rot is dry, then apply a thin rot fix epoxy that will soak in. Let that dry, then apply a filler over that to bring it up to the level that you want.
