Does this hold/charge play station controller

It holds a PS controller, but there is not a charging port/cord. You could probably run a charging cord between DP's legs to charge your controller while it's being held. I gave it as a gift, so I haven't tested that theory.

Can it hold scuf controller?

I believe it will. It holds my Xbox Pro Controller and the Scuff Controller is based off of that design.
