I have a Prinsu rack that uses aluminum bars with channels and t bolts to attach items to it. Can this be modified to work on that type of set up?

You'll need some 1/8" angle aluminum for the bracket. And then some 1/4" X 1" carriage bolts to secure it, it's a good budget solution. Just be sure to get all stainless steel bolts, washers, and lock nuts.

am i supposed to cut the bottom portion when fitting into a pioneer rack?

The pins are the length they are to cover a wide variety of racks and mounting situations. Some racks may require the bolt to be cut down to accommodate the pin.

Will these fit on 2016 Tacoma bed rails?

These are just the pins you would need something to go into the bed rail itself so the pins could mount.

Will these work on rhino rack sg59 vortex aero bars?

You would need to drill through the bars which could potentially compromise the structural integrity of the cross bars.
