Can it be used for composite decking plugs? Also is the bit measurement the inner measurement (the plug) or the actual hole size left behind?

hi. these work great for what i needed, cutting/punching stacks of paper. not too sure about composite. maybe since composites are a form of a dense plastic-type? it may be harder to punch through. I hope it helps~!

will the bit drill a hole through a paperback book 3/4 " thick

If you drill 1/8" at a time. Use a few paves from the previous hole to continue on the next 1/8". Practice give on a spare book!

How would this differ from using a 5mm diamond-tipped hole saw on a heavy leather belt?

I haven't used a hole saw on leather or fabric but I would imagine it has the potential to grab/catch. These worked very smoothly, and cut a hole through some abrasion resistant, double walled fire hose in about 3 seconds.
