I’m not certain, but I would say Yes, as long as you wrap enough of it around the fingers being used.

Could this be used to tape up socks/shinguards for soccer?

I guess so, but I would think that regular sized athletic tape would be a better option. This is very narrow, perfect for wrapping fingers and toes.
