does it have volume control ?

Yes it does. By holding the FN key, you can control the volume. Though you may need to check the settings of your audio output. Some don't allow volume control through the keyboard. I use a Mac with a 55" LED TV as the monitor and it does not allow keyboard functions for volume

I just opened it and its already a terrible purchase. I'm following all the instructions but the mouse red light isn't even turning on (with new different batteries) and the keyboards red light is turning on but not pairing. How do I return and refund this terrible purchase?

Just received mine and I'm definitely returning this. The mouse works and only the number buttons are working. The letters are not working or pairing

Previous photos and buyers noticed that the keyboard had duplicate keys in the lower right instead of the keys. Has this changed?

I don't see any less than or more than keys as you mentioned but the upper case keys between m and / produce those marks although they are marked , and . ; so I believe they are mismarked. I haven't noticed this before - so thanks for pointing this out.
