Q: Do you have to toggle through the light colours to turn the light off, or does 1 short touch turn it off whatever colour the light is?

Yes it takes a little getting used to it, but three touches usually turns it off,

Q: Is this lamp any good for reading?

I think the lamp ADDS light to rather dim surroundings but if you needed a lamp to focus on your book it might not be quite what you want. I hesitate to put you off. You see from the picture that it GLOWS rather than, as I say, focussses. I am happy with it to just lighten a dim corner. Sorry not to be more helpful.

Q: How do you change the bulbs when needed

They are not bulbs, LED, light emitting diodes. They don’t stop working. Not a delighted customer the switch is poor and doesn’t work easily.

Q: When you plug in and switch on, does the touch control switch emit a blue light? I have a model which does this and it drives me nuts!

I have two of these lights and you get 3 different colours. Blue, warm and something in-between, you can also change the intensity by keeping your finger on the button. So you can have the light you like. Hope this helps
