Q: Can i use in standing water?

Depends on how much water. They are flat when you put them down and they fill up with water. They work great on my back porch where I do get some flooding.

they absorb water and also block water from coming in...they are great!!

Q: mine are not absorbing and look same as when I took out of package. Duds????

Sometimes the stuff inside that absorbs settles on one end. Try shaking them to redistribute the crystals. That might work.

Q: Can they be used indoors to divert water

These work well to contain water to an area in my basement I have not used it to divert water. I put down 2 layers of the bags,you need to disperse the actvating powder in them
