Hello, how long are the bolts 1.5 or 2 inch thank you

The bolt part is 1.5 inch. That does not include the cap on it.

How do you remove these bolts?

You can't remove the bolt from the cap. They are glued together. The cap and bolt go through the seat hole on the back of the seat lid at the hinge and attaches with a washer underneath.

After securing these bolts, my toilet bowl lid no longer leans back completely and i'm unable to snap the caps back on because the bolts are raised.

You may have the wrong hardware kit for your toilet seat. I did. I had to buy a replacement seat because I could not find the right set of bolts on Amazon
