Will this fit a Tru Temper two wheel wheelbarrel?

These are 5/8" inside diameter and 1-3/8" on the outside which is pretty standard for many (MANY) wheel barrows but you will have to measure your particular application to be sure. Even knowing that your product is a Tru Temper is no assurance that these will fit as product lines often change manufactures and the manufactures often change vendors.

Remove the wheel brackets and pull the axle half way out so that the end of the axle is between the two bearings. Then tip the axle to one side so it DOES NOT go through the second bearing. Tap that far bearing with the axle to extract it. Tip it to the other side of the same bearing and repeat. You may have to do this several times. Once the bearing is out you can measure the size of the hub (the OD of the bearing. When you get the bearings, only tap on the outside of the bearing and NOT on the inside. I can't remember if these are unsealed on the inside. If so, pack with white grease (lithium grease) which is generally regarded as being waterproof.

Are these machined bearings or are they stamped sheet metal ?

These are machined and are NOT stamped sheet metal, HOWEVER (!) they are not the typical high quality Japanese, German, or Made in the USA bearing that you may be used to. And please note that I am only referring to the ones that I received, the quality may have improved since I bought mine. The fact is, I used (2) of the  (4) bearings and rejected (2) as suitable only for emergency backups. 
   They were not plated, just raw grey steel. The seal was defective on one or two, and there may have been a metal blemish (a pit) on a non-functional surface on one. Still, they were for my wheel barrow and they were about 1000% better than the rusty rollers that were in there before. All-in-all they were price-appropriate for the application.
