Q: Is this effective at soundproofing from outside noise?

No. True soundproofing requires architecture. Incredible sound treatment can still be accomplished with room-within-a-room style booths, but the IsoVox2 is only sufficient for medium-quality, on-the-go sound, or if you have a closet booth that needs a little extra help. If you have the money ($4k-8k) and the space (4x6, 6 or 7 feet tall should be fine), and need studio quality audio, have a booth built for you. If your budget is under $2000, the IsoVox2 can definitely improve a scrappy space, however. I built a PVC blanket booth and still use a partially-deconstructed IsoVox2 and I achieve broadcast-quality professional audio. Low frequencies still penetrate through the floor/building architecture, however. Airplanes, motorcycle engines, trash collecting trucks, etc. But the IsoVox2 alone in a room, with no added treatment or specialization will simply take the echo away form your recording, but NOT do a great job of blocking noise from outside. So it really depends on your usage scenario.

Q: what microphones are recommended?

This is highly subjective. My safe answer is the mic that sounds best in there with your voice. I use either an AKG C414, an Austrian Audio OC818 or a Townsend Labs L22.

Q: How useful is this for not bothering neighbors? Walls are a bit thin.

You can still hear someone recording in the IsoVox2. Sound is dampened but not canceled. If you're just talking, the IsoVox should do a great job of preventing your voice from penetrating walls -- it's like a phonebooth. But if you're yelling like for a videogame audition, or singing with full projection and breath support, it does little more than sound like you're in a room with the door closed.
